Constitution

PREAMBLE

We, the members of the Middlewestern District Association, herein referred to MWDBA, in order to foster in a united way, the cause of Christ throughout the world, to preserve and secure the principles of the Christian faith, to train leaders and educate our constituency, to govern this body in an orderly manner, to preserve the liberties of participating churches and the freedom of action of this body in its relation to other bodies: do declare and establish this Constitution.  

ARTICLE I – NAME

The name of this body shall be known as the

 “Middlewestern District Baptist Association.”

 ARTICLE II - PURPOSE

The purpose of this body shall be:

1.       To aid and promote collaborate efforts of various Baptist churches that desire to work together and endeavor to spread the gospel of Jesus Christ in order to advance His kingdom.

2.       To maintain a vital evangelistic thrust in our membership areas.

3.       To eliminate, as much as is possible, divisions and factional groups that divide and hinders the church of Jesus Christ.

4.       To serve as a resource to doctrinal security, pastoral and ecclesiastical issues.

5.       To enter more vigorously and enthusiastically in the propagation of the gospel of the Jesus Christ; and,

6.       To promote and support our State, Regional, National, and World Baptist causes.

 ARTICLE III – DURATION

The duration of this Association shall be perpetual.

ARTICLE IV – MEMBERSHIP

Section 1.  This is a sovereign and democratic body. The membership reserves the exclusive right to self-government in all phases of the spiritual and temporal life of this body. The membership reserves the right to determine who shall be members of this body, and conditions of such membership.

 Section 2.  Any local Baptist church whose faith and practice is in keeping with New Testament teachings and who sympathizes with the spirit and purpose of this body may apply for membership and letters of proper authority, and the same presented at any regular meeting of this body.

 Section 3.  Membership in this body may be terminated voluntarily by any member-church in fellowship with the body, upon written notice of such intent. The body may terminate the membership of any church found teaching and/or practicing a faith or doctrine contrary to New Testament pattern; such actions shall be taken only after due effort has been made to correct the situation.

ARTICLE V – OFFICERS

The officers of this Association shall be the Moderator, Vice-Moderator-at-Large, 1st Vice Moderator, 2nd Vice Moderator, 3rd Vice Moderator, Recording Secretary, Assistant Recording Secretary, Corresponding Secretary, Treasurer, Assistant Treasurer, and such other officers as may be deemed necessary. 

ARTICLE VI – DUTIES OF OFFICERS

Section 1.  The Moderator shall lead others in planning and executing the Program of the Association, preside at all Association meetings, represent the body in other meetings with other bodies, and shall serve as ex-officio member of all Boards and Committees.

 Section 2.  The Vice Moderator-at-Large presides over the meetings in the absence of the Moderator or when so directed, and such other duties as may become necessary.

 Section 3.  The 1st Vice Moderator presides over the meetings in the absence of the Moderator, Vice Moderator-at-Large, or when so directed, and such other duties as may become necessary.

Section 4.  The 2nd Vice Moderator presides over the meetings in the absence of the Moderator or when so directed, and such other duties as may become necessary.

 Section 5.  The 3rd Vice Moderator presides over the meetings in the absence of the Moderator or when so directed, and such other duties as may become necessary.

 Section 6.  The Recording Secretary shall keep an accurate record of all proceedings of this body and make reports of same when so directed, and such other related duties as may be necessary. This officer may be required to countersign checks as directed by the Treasurer or Assistant Treasurer.

 Section 7.  The Assistant Recording Secretary shall assist the Recording Secretary in fulfilling the duties of that office, maintain a roster of participating pastors and churches, and such other duties as may be assigned.

 Section 8.  The Corresponding Secretary shall communicate on behalf of this body as directed, and assist the Recording Secretary as needed.

 Section 9.  The Treasurer shall serve as primary custodian of all funds of the Association, whatsoever. This officer shall receive, deposit and disburse all funds as directed by the Association, and give a report as directed.

 Section 10. The Assistant Treasurer shall serve with the Treasurer to assist in the discharge of the Treasurer’s duties. The Assistant Treasurer shall fulfill the duties of the Treasurer in his/her absence.

 ARTICLE VII – ELECTION OF OFFICERS

Section 1.  The Moderator of this Association shall be elected in its Annual Meeting at the conclusion of the Moderator’s term limit, or when the office becomes vacant, at such times and in such manner as may be stated by the bylaws of the Middlewestern District Baptist Association. 

Section 2.  The remainder of the officers of the Association shall be duly elected from the recommendation of the Moderator during the Extra Session, which shall be ratified by the body.

 Section 3.  An officer shall be duly elected who obtains a majority of the qualified votes (voters present and voting) and shall hold that office until his/her successor has been elected and qualified.

 Section 4. Qualified voters shall include those messengers, who are registered with their church, who names are verified by the Credential Committee.

ARTICLE VIII – ORGANIZATION

Section 1. This body shall recognize and sustain the following Auxiliaries and Ministry: 

a)       Women’s Association

b)      Laymen’s Association

c)       District Ushers’ Ministry

d)      School of Ministry

e)       Music Ministry

f)       Congress of Christian Education

g)      Ministerial Alliances

 Section 2.  Executive Board: The Executive Board shall be composed of the Association Officers, Auxiliary Heads, and Pastors. The Board may act on behalf of the Association – when the Association is not in session – to plan and direct the Programs of the body, and may call the body into Special Session when deemed necessary.

ARTICLE IX – MEETINGS

The Annual Association Meeting of this body shall be held during the week following the 3rd Sunday in October, and at such places as may be determined from time to time, and such other meetings shall be determined by the body.  

The Association shall hold one extra session annually, as deemed necessary, during the month of March.

All auxiliaries and ministries shall meet at such times and places as may be determined from time to time.

 ARTICLE X – AMENDMENTS

This Constitution shall be amended in the Annual Association Meeting of this body upon a two-thirds majority vote of messengers present and voting, providing written notice that has been given to the constituency of the intended amendment, at least, thirty (30) days prior to the time of voting. The recommended amendment shall be reviewed by the Executive Board prior to dissemination to the Association.
